The Early and Periodic Screening, Diagnostic and Treatment (EPSDT) benefit provides comprehensive and preventive health care services for children under age 21 who are enrolled in Medicaid. EPSDT is key to ensuring that children and adolescents receive appropriate preventive, dental, mental health, and developmental, and specialty services.
The Community Alternatives Program for Children (CAP/C) provides home-based services to children with severe medical problems that make them likely candidates for nursing home care. Children (anyone under age 21) may qualify for this program if they require a feeding tube or ventilator, if they have had a tracheostomy, or if they have severe seizures. They may also qualify if they have a medical condition that prevents them from learning how to take care of themselves and perform basic tasks, such as eating, dressing, bathing, grooming, etc.
Under the CAP/C program, these children’s families may receive access to in-home nursing care, case management, physical & occupational therapy, and speech therapy, as well as other supplies and services that regular Medicaid typically does not cover, such as respite care (in-home nursing care that allows a child’s primary caregiver to take a break), home modifications (such as grab bars and wheelchair ramps), and waiver supplies (like reusable diapers with disposable liners).
Companion sitters work for sick or elderly clients who need constant care. They provide many services, such as cleaning and meal preparation, that the client can no longer perform herself.
Companion sitters cost less to hire than certified nurses, because they do not have the same medical training and cannot perform medical tasks.
The Community Alternatives Program for Disabled Adults (CAP/DA) allows disabled individuals age 21 and over an alternative to nursing home institutionalization.
CAP/DA provides cost-effective care for disabled adults and improves quality of life and independence for these individuals and their families by allowing the disabled person to remain in their home, instead of being transferred to a nursing home.
Services provided to disabled adults through the CAP/DA program may include in-home nursing care, respite care, meal delivery, homemaking services, waiver supplies (such as incontinence supplies and nutritional supplements), mobility aids, and medical alert systems.
